Have you tried simply restarting ? I ran into this issue to and restarting fixed it..
Don't close, as you can't., but i mean ignore that and go to Start// Restart on windows...,, that will kill everything and force a restart of the box.. If you must "force quit" anything that prevents a restart, do it.
Running disk cleanup doesn't help either, so don't even try that.
If its on a clean system there is no need for sfc scan, i'd argue, because if files are un-modified, what goo would sfc do rechecking the same files nothing will replace ? Sounds like a clean install and first time DC.
